I absolutely loved this story! The Doctor is summoned back to Gallifrey to be the president as Berusa left the planet in disarray. He brings Tegan with him and she becomes a diplomat, the representative of Earth on Gallifrey, so she won’t have her mind wiped. And the Doctor has to deal with protestors, decisions about how the improve things, and meantime, he’s pretty much kept on the planet by Castellan Lowri, as she won’t let him near his TARDIS.

This almost sounds boring as there’s no alien menace and, despite their best attempts to make things seem malevolent, as in a threat to Tegan’s life, there’s no evil villain. Chancellor Vorena is the de-facto villain but she is just focused on power and having the president take the power to do good in the universe. They even create a new citadel that is a TARDIS, which is just amazing to listen to. This story is just fun and jovial and we even get to involve Leela, who plays her own part. Politics are circumvented by the Doctor’s plans and unwillingness to go along with the status quo. I absolutely LOVED this story!
